Robin Bassi no, you will need a long stay visa for student or an employee of any company here. Only then you can apply for the residence card.
I came here 2years ago with work visa, on my residence card ,it shows permis unic, with angajare (have a work contract with a company),but holy shit, the taxes are very fking high,it cuts off 47% my salary.

Who get this Temporary residence card of Romania .... then he/she can visit Other's European Schenzen Country(Like Germany, Poland, Hungary) Without Visa ???????
Anyone who has a student visa or work visa can apply for this temporary card after they arrive in Romania. You can't visit schengen countries with this card as romania is not a schengen country but you can visit other eu countries like bulgaria, serbia, cyprus and croatia without any visa and using only this card.

no, you have to come to Romania with a long stay visa which should be more than 3 months, only then you can apply for a temporary residence card.
@@onemanarmy4740 LMAO do you realize that u said long stay visa, so this card should be long stay residence, there will be long term residence after 5 years,study permit only counts half of its time.
