Watch this video from 7.29 it answers your question correctly, this is one of the best tutorials you can watch on TH-cam if you want to learn how to make a circle skirt of any type of length . It's going to give you 2 pannel and if you want a zipper at the back and 2pocket by the sides you can cut one piece of the panels after and add a zipper at the back
