It doesn't have an official IP rating, but does look to be water resistant. They probably didn't want to pay the extra money to have it officially IP rated but still made it water resistant.

If you have dropped it, its possible either their is a small hairline crack somewhere on the screen or in the corner that you can't see that is preventing the screen from working or possible that the screen cable may have gotten disconnected from a drop.
