Typical California contractor incompetence allowed by official corruption and stupidity. In my county CalTrans spend 3.5 YEARS to re-pave 4 miles of concrete highway on the 101. The new concrete is bumpy and uneven and already cracking and barely better than the previous 25-year-old surface highway. And further north CalTrans is spending 9 YEARS and $950 million to add one lane in each direction for 9 miles. I have lived in CA for 60+ years and the scale of waste, incompetence, stupidity is beyond belief. And the politicians do nothing to help.
It's not just California. Happens in all over. In PA and see it frequently, but not everywhere. It's interesting how the same type of project can take 6 months in one PennDOT district and 3 years in another. Comes down to politics and money of course. Many projects are little more than job creation programs to keep workers busy while enriching contractors and insiders. The 9-year lane project probably falls into that category. So much corruption and waste.
Maybe there’s a reason why Mountain Methods describes itself as a “Small Disadvantaged Business Company…” And maybe there’s a reason governments & municipalities shouldn’t trip over themselves going out their way to seek out these companies whenever a contract goes out to bid.
It doesn't matter what type of company is used, there should be inspections during construction to make sure it's being built correctly, according to specifications. The onus is on both the builder and the government to get it done right.

Thanks for this great report. The city is lacking in its description of the situation on its website and I am not optimistic that a solution will be forthcoming or sufficiently documented. Please continue to do follow-up on this story. There are numbers of bike commuters and recreational cyclists that want to see progress made on this project and we would like to know as taxpayers what the city is doing to further the completion of the Del Rio Bike Trail. When completed, the Del Rio Overpass will allow safe and reliable access to the downtown area as well as access to Discovery Park and the American River Bike Trail. In short, it can save lives by keeping bikes off the streets and away from vehicle traffic. Thanks again for the great reporting. Your efforts are much appreciated.
They may have used a non-specified concrete mix design, but they certainly didn't use 'lightweight concrete' on the bridge deck. The only way this could occur is if the was the first day of ever seeing concrete in the lives of the batch plant operator, the truck driver, the inspector testing on site, the contractor foreman, and every finisher on the job. And, if it is only a widening, why can't the trail be partially opened on the original part of the bridge?

What a waste. The rail line has been abandoned. Why not just rip up the rails and balast and add an asphalt surface. I'm sure the weight of the rails and balast are less than an asphalt surface. Besides, that bridge was designed to support the weight of a train. It should be plenty strong enough.

Aren't inspections done throughout construction. Seems odd they weren't in this case. Or were they faked. It's not just the builder at fault, but whoever was supposed to be checking the quality of the work as it progressed. As for the company, probably another one of those questionable minority / women owned firms that's a corporate shell to get government contracts. Many builders purposely big high for government contracts or don't even bother with them. So much hassle and corruption it's often better to stick with private sector work.
Dear @Meatinskull: Yes, some homeless will use it; but, the vast majority are city residents that live in the area: Land Park, South Land Park, Pocket, etc. I know this because I see neighbors and their families riding their bikes on the trail. I see the same people on the trail on a regular basis. They walk, run, cycle, ride eCycles, or commute to get to a destination or just to get some exercise. Most of them are taxpayers, just like me. Unlike you, they are respectful and tolerant of others. Stop trying to dismiss, overly simplify, or minimize segments of our community. The Del Rio Trail Project is a valuable community resource that people use and will continue to use with the repaired overpass. If you don't want to use the trail; stay off it. And thank you for your tax dollars. We all appreciate it.

Within the plans and blueprints, the type and rating of the concrete and rebar is listed . It's not like you accidentally used different materials.

The costs shouldn't be up for debate , unless the city asked them to build an unusable bridge , the full costs lie with the contractors .
