Believe it or not it actually is his semblance kicking in. Apparently from what I understand they were essentially going to do a story a lot like Qrow's with Ironwood being a slave to his semblance but apparently never mentioned in the show instead only mentioning it in interviews and so on. To explain ironwood semblance is supposed to be something called mettle, it's an ability that strengthens his will and resolved. Basically it gives him the determination to continue down a task through any obstacle or pain, kind of tying to the idea that a person's character decides their semblance or the other way around, they brought it up in like volume five. The idea is supposed to be that his semblance makes him an incredible military leader as he's able to make hard decisions most people wouldn't because his semblance gives him the strength to push through, basically it gives him extra confidence when needed. It was supposed to explore the idea what happens when a semblance like this is left unchecked, what happens when you introduce fear to assemblance that strengthens a person's resolve and makes them narrow-minded. The idea is supposed to be that iron would always had things to check him to keep him from overstepping his boundaries however with Salem getting under his skin he's officially went off the rails and his semblance has taken over putting him in auto drive. Ironwood has now dedicated his mind that his way is the only way and physically cannot comprehend the idea that there are other ways to stop Salem and so on. Like Qrow who's semblance brings misfortune to both his enemies and his allies Ironwood is unable to see the bigger picture and now has tunnel vision and will do anything to complete his goal.

Its even more fun when you think that Oscar looks beat up. Therefore, Ironwood had no way of knowing that he had any aura left. And even though the bullet didn't kill him because he did have that little bit, he still shot him *off a ledge* that was just making absolutely sure this boi was dead.
