Actually the ony coyote attacked one so he ran. The other racoon chased after him. Our trash panda decided to hold down the food spot. This is when the others came out of hiding.
They weren't targeting the raccoon. They wanted the food the raccoon had. If those coyotes were thirsty for some raccoon meat, it would've been finished pretty quick.

Assuming that no important blood vessel was hit. So wounds get infected and more often than not that animal dies or comes away too crippled to survive. So predators do give it thought whether the risk is worth it.

It was definitely territorial. Notice that one Coyote marked the area before they left. Could be coincidental, but I doubt it. Especially if the pack thinks that area has potential for food.

That's the reason the Coyotes walked away, when the Raccoon went into that brush. It was his turn. They wanted none of it.
Even if they did grab the raccoon they still have very loose skin and pelts and can wiggle around and manouver like crazy to bite their attackers. The coyotes were right not to press things.
