      Ruto is too compromised to govern Kemya anymore. He has lost control and is not serving Kenyans anymore but foreign Interests and himself. A failed Presidency. He is willing to kill Kenyans’ children for the interests of foreign masters.

    Now here is a man who is talking sense.
    So let me ride his coattails.:
    Article 1 of the Arbitration document y'all call CoK2010 (Its an arbitration document because it was negotiated in Naivasha as a shortcut to reforms without which politicians did not trust that the winner would promulgate or implement the so desired reforms. Don't take my word for it. Ask Mudavadi and Wetangula. They know what I'm talking about. They're on record) states:
    Sovereignty of the people. (1) All sovereign power belongs to the people of Kenya and shall be exercised only in accordance with this Constitution. (2) The people may exercise their sovereign power either directly or through their democratically elected representatives.
    Even if you ignore the spirit and read the text of this article, you will agree with me that even though the Gen Z didn't take away the Mase, there is no parliament any more and the lacuna created heretherefore, is massive. There is no speaker to declare the seats vacant since power was taken in a manner not envisaged by the said constitution.
    The other burning fact and which the Führer is going to take advantage of is the Article 115. The Dear leader knows that he has no power to reject the bill after it has been passed by parliament. The constitution only gives him a path to send the bill back with his objections upon which the parliamen t can then amend or reject the bill in it's totality. For the president to claim that he has rejected to sign the bill is unconstitutionally insane. The president is just one part of the government and therefore has no constitutional mandate to usurp the powers of the other 3 branches. The Legislature legislates. The Judicairy interprets while the executive implements.
    What Ruto intends to do is to procrastinate untill the 14 days elapses and the bill will become law by default and he will then blame the Gen Z for disruption of parliament. The man is a fox. And he has Joe Biden and the IMF to please. But as it is, there is no Parliament. the August nhouse died the moment the people occupied it. The People took back their sovereign power and are now free to chart their own cause. Dr. Manduku is right even though he can't claim that he is ready to resign. There is nothing to resign from.
    Any salary paid to the MPs from the day the parliament was occupied will be an illegality.

    I think that Latif you are missing the point. It doesn't make sense for Dr Manduku to resign alone and seek fresh mandate from his constituents when they have not lost trust in him as a single person. It's Parliament particularly the mps affiliated to kk and the biased speaker that Kenyans have lost trust in them. There's therefore a necessity for Parliament to be dissolved and all to seek fresh mandate.

    Latiff, you're wrong asking him if 106 can resign and seek a fresh mandate. How about the majority who have remained. There will be a constitution crisis because not willing ones will go to court and say their term hasn't expired. There should be a quick and calculated move to by citizens to paralyze their functions and eligibility to work in entirety and order for all of them to be forced to seek fresh mandate either with only three political parties, one pro government two against government and independent candidates.

    Our governance structures are unworkable. We have two options to correct this issue going forward. First is to enact the mid-term proposal into law, as happens in the US. The alternative option is to have a parliamentary system of government, where the parliament is elected based on a proportionate party-list system as happens in South Africa (except no. of seats should be issued per province, and purely based on population). In the second option there will be no constituencies, and parties can simply de-list and replace errant members of the National Assembly. An advantage of the proportionate party-list system is that it solves the two thirds gender rule if the law expressly indicates that no more than two subsequent names in a party list shall consist of people of the same gender. The Parliamentary system should be the sole means of electing the executive arm of government.
    Counties are not effective devolved units. They are many, are wasteful, with little accountability. Like South Africa, let's have provinces or regions, headed by Premiers, and with Judiciaries, regional legislators (elected on proportionate party list systems) and with some elements of police powers devolved.
    At least 55% of government should be devolved to these provinces/regions. Functions like Education, Health, Agriculture, Water, Sports etc should be fully devolved. Under these provinces, there can be city, municipal, or town councils to manage the different urban regions, markets and towns, with at least 10% finances further devolved to them.
    Otherwise we shall keep fighting over politics till Jesus comes.
