The ICC is gonna make sure that it does not happen and that's why they have taken Oman as venue for qualifiers to prepare pitches for the world cup in UAE after IPL. And they do have quality players to tackle spin. Buttler, bairstow, Morgan are decent player of spin and indeed Morgan enjoyed fairly good success in UAE with KKR compared to his returns in India and Liam also has played a lot of PSL in UAE so those conditions are not alien for him
