This is something I discovered in FM22 with my OGC Nice network save - the Belgian third tier also works for France/Spain/Germany if you need some free high potential youngsters for your second teams! Almost always adds to the loan farm for basically no money, and at least pays for the big wages 5 years into a save :)
I had a striker somewhat like this come through Italy in last year's football manager come through at Virtus Entella in Serie C. I actually found him playing at DC United when I signed him for Swansea, but he had a career progression of leaving to DC on a free to join Swansea City for $6.5 million to sell to Manchester City for $95 million. Definitely one of the more unique career progressions I have seen in Football Manager yet.
One hack I’ve noticed in the last few games is that there are some non league Spanish teams that get tonnes of five star players. Can’t remember all of them off the top of my head but Damm, San Felix, San Francisco and Sobradillo are four. There are more. I have them written on a note on my laptop. I noticed that a lot of the really good Spain players in my game started out with these clubs and then moved to a big Spanish club really young for less than 5k. So I started scouting all their youth intakes when they come in usually between the 1st and 15th April and started getting loads of really good players almost every year. So I booted up the editor to see what the hell was going on and all those teams have maxed out stats for youth intake 🤯 I found this out about three games back and I’m not kidding when I say almost every team I’ve played with and won titles and champions leagues with has had maybe at least five world class players in it from these teams. And they all costs about 3k each. The Swansea team I’m playing with now is in year 10. I just won the league and champions league and I have four of these players in my starting eleven and maybe another five or six on the bench and in my under 21’s. Also I don’t have Brexit on so that helps 😂 you can sign them all at 16 with no work permits. Give it a shot 👍
Found this out last year with my CD Palencia Cristo Atletico save. Damn Alone produced three starters by year 3 for me and one which i got forced into selling to arensal for 1 million(absolutely robbed. Still Mad).

@@user-dh6gj5qf9p If I remember right. If you have a under 19’s go to theyre division and the under 19’s league should come up. All the teams there that aren’t another under 19’s of a another club are the ones we are talking about.

what i usually do is that i ravage the spanish u19 leagues. theres a lot of u19 only clubs in there and any player over 17 at those clubs is on an amateur contract and under 17 on a youth contract. its been 3 fms so far in which ive gotten truckloads of quality regens from sides like damm, san felix or maritima.

I noticed similar in earlier FM versions. In FM 22 loads of good amateurs in Norway, the Netherlands and non-league Spanish teams (Damn, Fecha Negra, …)

I signed a player like this on FM21 for Cork City by looking at the Belgian youth national teams. Also the Czech youth national team has talent but they have 50k compensation rather than being for free

This explains my man Miro Birobnk who my DOF recommended in FM21. He was amateur in Croatia's 3rd tier and came into my Honved side as my best player (star wise) and I went on to sell to Porto. I never did follow it up and thought it just a quirk but it makes sense
This also applies to the netherlands, found a guy with 3* ability, 50 career apps (10 in the eredivise). On a amateur contract, later on sold him for 20 mill
I started a save in Belgium with RFC liege and honestly the level of talent even in the 3rd tier is crazy

I just started a new save with AA Gent, I think I'll go and some looking around in the lower leagues rather than push to Colombia....

I would love to see this kind of database exploration or techniques explored for Asian Leagues because all of these test videos and ideas definitely apply to European Leagues but I'm trying to Build a Nation using the Australian Leagues(one rule which is really good is that transfers cannot actually be made with money between A League Sides, you actually have to loan to gain players from other clubs in the league.
The Australian league is interesting, especially with the salary cap, I had a build a nation save in fm 22. I’d recommend to use your designated player positions on high level Australian players. (Often you don’t have to buy them as teams release there best players all the time due to salary constraint). Use the 5 international spaces on youngsters from overseas, be careful with older players as often they don’t want to leave before there contract is up (offer 1 year contracts to players 32ish plus). Also always check western Sydney’s youth intake, I’m pretty sure you can sign youth players on a scholarship contract, which is super handy.
Unsure if the rules have changed but I’m very sure the champions league only allow 3-4 international players excluding Asian plays, so there’s also something to think about when bringing international players in.
Winning the champions league is very tough from this league. As players go on international duty during the season which is super frustrating as building a deep squad is tough .
@@jaredschulz5499 I actually am doing all of what you have suggested here although the last few seasons we have won the Asian Champions League with our most recent attempt being a loss in the final which still gives out good money, one thing that is annoying me though is the Chairman does not want to improve training facilities and I basically think it's a good idea because my other goal is to make Australia, a World Cup knockout stage team by improving the A-League so more players from the League can play internationally because the winners of the World Cup always have a pretty great domestic league and that includes Argentina and Brazil, in a certain period the South American clubs were winning Club World Championships.
Canberra always produces good youth and they are armature contracts
@@numchacar Well I've restarted my save because the chairman didn't want to improve training facilities so I've restarted as Western Sydney Wanderers so I can heavily focus on youth and building up the first team by using younger players with some talented mid age 25 year olds to help out the youngsters and I feel like having Exceptional Youth recruitment and Great facilities for both training and youth, I can develop the players I want for the first team and then send a lot of players on loan basically creating the Youth loan farm in Australia.

There are two u19 only clubs in Porthgal that are the remnant youth academies of defunct clubs, the team itself is grayed out but generates atleast 3 talents a year
I actually found this worked to some degree playing an Australian save and signing youth players from New Zealand, Korea and Japan.
I did noticed a few Kiwi guys knocking about in my save, so definitely some potential there too!

Late to respond but I don't think this is necessarily a new thing. Back in the early 2000s I recall amataur French sides producing regular batches of high PA players and then for 2-3 games it was true of the German clubs and then late 2000s amataur Spanish sides got on the act etc. So the question is why? This is my theory:
The game tries to maintain the current levels of ability for all nations based upon the relative strength of the national sides as per now.
ie, the French was dominating in the late 90s to early 2000s so the game was trying to spawn in players to longer term replace the likes of Desailly, Thuram, Blanc, Deschamps, Zidane etc. I have memories that in games like CM 3, CM 01/02, the French national team was elite and competitive a decade later when other traditionally top sides had their ups and downs. Around that time the French was having a bit of a golden generation.
This effect was true with the German side of around 02-03 etc in terms of producing long term replacements to the likes of Kahn, Ballack, Klose etc. Germany were World Cup runner up in 2002, finished 3rd in the FIFA Confederations cup 2005 and 3rd place World Cup 2006. There was a feeling at the time that Germany could be the major force and had a potential mini-golden generation (which never materialised)
Ditto for Spain and the fact Spain was a consistant dominant force in the FM games from late 2006 etc. Long term the small Spanish amataur sides were producing gems to long term replace Pep's Barcelona side (minus Messi).
So why is Belgium seemingly a goldmine for producing talent? Belgium have had a wasted golden generation and the game is trying to produce the intented long term replacments for peak Courtois, Alderwield, Vermalen, De Bruyne, the Hazard brother and of course Christian Benteke, sorry I meant Lukaku.
So why is it a case of this only working on leagues where they are active but not playable? Well, with playable leagues I suspect the game is randomly creating more on the basis of the clubs actual youth set up etc. When the league is active but not playable, it is doing more of a
"50 players just retired and they have average CA of 140 and PA of 170 so therefore we need to spawn in 50 new players of CA 140 and PA 170 to maintain that nation's relative position"
And then it is dumping those talented replacements around the sides that exist. Since they are also being dumped into amataur sides that can only offer amataur contracts then you get this wierd "exploit".
I suspect you will get similiar results with France as they have been favourites to win things for the last few tournaments and will long term want to replace Lloris, Varane, Pogba, Kante, Mbappe et all. I would also expect the likes of Croatia also works to a slightly lesser degree as a result of them finishing in the last 4 for the last few tournaments and wanting to replace Vida, Modric, Pasalic, etc.
I've always made a point of looking at any "small" nation that happens to have a mini-golden generation and does well in a single tournament in real life as you do tend to find a few more gems not usually expected of that nation
Another suggestion is load Africa in the custom database and scout Ivory Coast and Senegal

Best way I find is to hit search world, pick nation, transfers in that nation, change all transfers to youth intake.. 'This gives you all youth intake in that country from day 1.. n finds dates the youth come in to clubs'
I manage in Chile at the moment and I seriously reccomend scouting all leagues here. There are so many amazing young players and most are are non countracts or extremely cheap. I have a youngster, who was here at the start of the game, who will definitely become one of the best strikers in the world and he is so cheap. There are so many wonderkids here. Also weirdly, I have a terrible HoYD, junior coaching, and recruiment setup yet I get many potentialy world class players come through the youth intake. Thats just at the 2 clubs I have managed here, 1 in the top league and 1 in the bottom, so god knows what it;s like at other clubs
Any recommendation on how to scout? I manage in Chile and one problem I've been having is the lack of chilean talent. I mostly managed to make some bank by winning competitions using key brazilian and argentinian free agents and then started to buy promising players from other clubs first division for like 1-4 million USD (couldn't negotiate further, and not exactly cheap for the economy of the chilean league). Haven't found anything useful in amateur or non-league clubs.
@@samurai1993 I don't have any set up for scouts, just hired a chief scout and left it to him. He often finds me a few but I mostly just use the player search and put in the attributes I'm looking for and add Chilean nationality and I also add minimum height if 180 as so many Chileans seem to be small lol. If you want to add a quality foreign midfielder though I recommend Diego Vicente, I signed him from river plate for 19.75k that's pounds, probably 30k us or something, no idea on the exchange rate lol. But in the mezzala role he is a beast, qst season he got me 23 goals and 9 assists and this season 11 and 5 in 23. I'll be taking him and my young Chilean striker to whatever club I join next. What club are you btw?

I massively agree, the Recruitment Focus stuff feels half finished, doing things manually seems to work better than the game's features. Our DOF has brought us so many good players compared to our scouts
@@Secondyellowcard Is this even on new saves since the update? I would have agreed with you at the start of the year but they seem to be working perfectly for me now. I get plenty of reports of 5* PA players constantly
@Second Yellow Card The annoying thing is that it's the same old scouting system hidden under broken and confusing menus. I can't get my scouts to scout the upcoming opposition because the menu to assign one of them to that task doesn't work. When I assign my scouts to look for wonderkids in Brazil for instance, I've noticed that they'll find a bunch of them if you periodically check the "in progress" menu under the scouting focus, but then they never report those to you for whatever reason.

Is there any suggestion that this method becomes any less effective over time? I've been using both this and the Brazil filters in my save in Luxembourg to really good effect, but this season particularly I'm struggling to find anybody worth even looking at. Where I was once seeing 50+ players if not more per nation, some nations are now showing less than 10. Not sure if less players being genned or anything like that could be impacting it
hi. Watched a few of your videos, and just started new save using your optimal database. tried this scouting filter as was really interested in the idea of free potential wonderkids. Have started new save with england only selected, prem to league 2. Tried filter and players only appear from england and no other countries. Do i have to add other playable leagues as well?? I thought the idea of filter in conjunction with optimal database was not to add other playable leagues? Please help. Thanks
3 minutes into the video I paused and looked at soe of the youth national team in europe and started offering contracts and even if i just entered the second season, I managed to find some players an the ones U18 did't want to join and some over 18 would't even talk to me because we just recently turned semi-pro but I managed to sign someone who is very good for my league on an amateur contract. I've been struggling in this save due to the quality of my players but not anymore lol if I can somehow find a first 11 this way it would be awesome
I'd say from season three onward you'll get the first team guys as they'll have had a chance to get 60+ games under their belt and they will develop at those clubs. Saves you having to develop them as well!
@@Secondyellowcard my save is not really set up to exploit it. I have every default league loaded and the top 20 leagues simmed in full detail so the players get signed on full time contract or they get picked up by better teams early

I have just started playing FM23(playing FM21 until recently), and I have found the scouting system is a downgrade on FM21, I really didn't think the scouting system was broken. It now seems to have been made over complicated for the sake of being over complicated with no real benefits over the previous system(which has been fine for years).

I am playing in England League 1, my budget is terrible so never scouted outside UK & Ireland. I also assume that Work Permit will be an issue for these players?
A lot of these are great, but if managing in U.K, the old work permit issue stops a lot of them coming over
This is the only thing that spoils the game for me is there a way to get around this, you can't even poach youths anymore there straight up signed.😅
Hey Matt, great video as always, I am interested to see if this works for you in the next 1-2 seasons, I using using your database and I am 9 seasons in but this filter doesn't bring up anywhere near the same amount for me. Turkey/Brazil/Argentina/Belgium 0 players, even if I untick the contract filter it brings up 0 players. With no Nation selected only 2400 players. Maybe they only fill the gaps for the first say 5 seasons and then after that the teams and players evens out and they stop adding them into the game. I use you nation scouting so I still have plenty of talent :)
I suspect that is likely to be the case, but ideally by the time we reach that stage, we'll have to money and scouts to go nation scouting!

I actually came upon this by accident when I was scouting the u20 euros and had a look at Belgium’s squad. Belgium had a fifteen year old forward who was from a side outside of the top league with 15’s in dribbling, finishing and first touch and 16’s in technique, agility, and pace. And while his mentals could use some work, he’s already looking like the next Kylian Mbappé. For a measly 400k he’d slot into my starting eleven immediately if it wasn’t for the fact that he couldn’t move clubs because he’s too young.
Your filter shows: Based in Belgium. However, the game only let's me set a region, not a specific country. Did they change that or what am I doing wrong? Apart from that I took over your filter exactly.
it still is for belgium, it’s just glitched. if you want to change nation remove the parameter then add it back

Am I one of the few who sets up screenflow when I start a lower league save? It's a pretty handy tool for finding some gemes, and setting up a short lists as your progress

I'd never thought of using screenflows like that. Interesting thought, i mostly use them to keep an eye on World Cups progressing
@@Secondyellowcard I usually load all the tournaments. Then I take a day off for my wrist and hand to recover because it's a lot of clicking...but the reports come in, and you can see the top performers in all of the categories, and there are also links to the team they are playing for as well so it's fewer clicks to get to International squads. You don't get a full scouting report of course, but you do get some feedback on attributes. Sometimes you go down a rabbit hole without results, other times you find a decent and/or very good player. Takes some time and energy, but the payoff can be worth it.

If i have the attributes unmasked and worldwide scouting packet active. do i actually see every player in the game or are there still players hidden?
I believe it will show most but there may still be people that your scouts don't know about. I could be wrong though

They show up there occasionally, but not in the same frequency for me, or at least in the couple of saves i've tested this in so far!

I think it works best from season 3 onward as the players need a chance to develop but as the other commenters say, the work permits will be a much bigger issue

Maybe it has been done before but i would love to see a one off where every player in the squad tries tricks and likes to beat man repeatedly. Just to see how that looks in the match engine.
Tbh i already know a bit about it due to some mentoring issues in my save. Only my defense is not turning tricks, i believe that is the correct English saying.
If i have the 1st and 2nd division in belgium playable and the rest I don't have at all do i add every division the game has to offer and make belgium view only?
It'll depending massively on your save and PC specs, but normally if i'm only planning to manage one club for my save, then i load that league system as playable. Then load the rest of the players from top division clubs but not the leagues themselves. It's hard to explain, i'm gonna make a video about it this week

If i remember correctly, it's filter that lets you find players in the Brazilian league that actually have pro or semi-pro deals but can be picked up for £0 transfer fees. It's another weird quirk of the game, might be worth a video on that too tbh
Matt, Quick question that occurred to me during the video - As far as I am aware scouting packages are charged per month, with the charge each month being the highest cost one you have accessed. So afaik you are charged for the world package, whether you use it for 1 day or all of the month. Unless you know different that is.

That's very interesting, when i was testing this, i couldn't get them to show up in Belgium when i had the league loaded, but that's even better!
@@Secondyellowcard They only spawn at unplayable clubs, I have the top 3 Belgian tiers loaded (maximum in the base game) and they appear only at clubs that aren't in a playable league. Haven't tested it with a custom db where Belgium lower leagues also are included

I didn't have Belgium playable. It doesn't seem to work with the playable leagues. I didn't fully go into it in the video to save some time but basically. When you load players but not the league the game has to generation them somewhere in order to keep the database number balanced. Because the larger sides are producing youth intakes but not enough quantity of players to keep the game happy. It's dropping in players at lower sides but seems to be using the youth level as a much higher factor rather than the club itself. If you have Belgian leagues switched on, sides further up the pyramid will produce a larger quantity of players and thus it doesn't generate these guys. This is just my opinion of whats happening but it seems to follow the logic

Now also I have another bell in my head. In FM18 I guess, I started in Belgium and started with 5-6 leagues(England and Spain not included).
In season 5 I decided to ad England and Spain. And top teams created lots of regens which already had 19-20 yo at top teams on U23 teams(or B teams in Spain case) which were quite good. And in season 7 lots of them where out of contract. Is kinda a cheat thing, but I am really interested to see if this works in FM23 as well.

You can add that to filter things, especially if you are looking at certain positions. Careful with the X Attributes one though. If you filter it for players above 10 Crossing for example. If your scouts don't know a player's crossing attribute yet the game will treat it as 0 and exclude them from the search so you could miss a lot of players
I used to just have a rule of thumb, that anyone of 15 year old in an under 18 or 17 maximum in the u21 squad, was automatically a world beater, scouting became pedantic and mundane from there, the reason behind Belgium is down to youth importance and football importance stats in the database
Although this is a great way of finding good regens for lower league teams, this wont work if you have less than 200k players database setup
I have 100k in mine, and the test database i showed in the video i believe was under 100k :)

Does UK work permits scupper this?
It'll depend heavily on the country you're signing them from, but my experience so far with them is that UK work permits could scupper as 100 cap Brazilian lol

so hate to say it but everyone's save game is different some clubs generate differnt quality of youth each save game. if the club has a set value it's ok but most clubs are random values
