European cities usually have older pre-automobile density throughout most of the city and then some suburbs in the outerlying areas. American cities, generally, have a central downtown/CBD, and then essentially suburban-style development starting almost immediately outside the downtown...maybe some mid-level density in between as a transition. U.S. cities were designed from the ground up for automobiles....at least a lot of them

If houston expanded its light rail system 10 fold, it truly could become a world class city. It has the foundation, just needs some infastrucutre development.
