Far from a full machine shop, they used an abrasive chop saw, an angle grinder, an ac stick welder, and they happend to have a lathe. But I'd like to say that you can easily get yourself a small atlas 618 lathe for 500, stick welder used, 50 bucks, used chop saw 100 bucks, grinder 100 bucks, and a used drill press for 200. Total cost in tool investment about 1000usd. Maybe this seems expensive but I'd make a bet it took this person years to aquire all of these tools. But once you have them, you have the ability to produce your own tools if you have the drive and motivation. Nothing is stopping anyone from being able to do this. Again this is light-years away from a full machine shop.
