      That's how departments say "never had a complaint filed", it is because they won't take them or they throw them away. A record should be available online of every complaint and it's current disposition including any settlements.

    I once tried to file charges on an officer and an officer at the city police station escorted me out and told me that if I didn't leave now he would find some reason to arrest me. That's how shit goes when you don't have a camera.

    This is what happens when qualified immunity shields cops from any accountability or consequences. Even if they get sued they know they won't have to pay a dime and will probably get a free paid vacation while they investigate.

      Thats the way to do it. Had an encounter with a cop here recently, not in the US mind you. I took my complaint straight to the mayor, who is head responsible for security of the municipality in my country. She wasn't pleased to learn how cops harass innocent citizens just because 'they feel like it'.
