That's how departments say "never had a complaint filed", it is because they won't take them or they throw them away. A record should be available online of every complaint and it's current disposition including any settlements.

I once tried to file charges on an officer and an officer at the city police station escorted me out and told me that if I didn't leave now he would find some reason to arrest me. That's how shit goes when you don't have a camera.

One should never bother to file a complaint with a captain or Lieutenant. Complaints should be filed initially and directly to internal affairs‼️
Nah, Internal Affairs will say they did nothing wrong and proceed to fabricate stories for the coverup. Don't give them any warning by complaining. Let the notice of lawsuit be their first warning.
Shouldn't be an internal investigation dept. It should be fully independent. No personal past history with anyone they are investigating.

I took my complaint straight to the mayor, who is head responsible for security of the municipality in my country.
