Ann had a daughter named Anne, who went to John Wanamaker in Philadelphia and together they created the modern day celebration in 1905. The second version under Anne was a very religious affair and the 1914 Congress saw it as their religious duty as Christians to take it from a West Virginia quirk to a national level holiday. Woodrow Wilson said, in the first speech, that the flag should be flown to honor mothers whose sons had died in war. Thus Anne, in a very roundabout way, completed her mother's work with the help of a billionaire who wanted to sell more tchotchkes.
