Part that terrified me was how he basically swallowed 17 and 18 whole. He didn’t absorb them like he did with the normal people, he devoured them in a completely new way.
I really enjoy the fact that even in the TFS Parody, "Dragon Ball Z Abridged," Imperfect Cell's first on-screen appearance (where he's dragging some guy out of a creepily lit area while singing an ominous version of "Mr. Sand Man") highlighted him as, by far, the scariest Dragon Ball villain.
I still remember getting chills as a kid reading the chapter leading up to Cells reveal for the first time. The TV report about the population of an entire town disappearing, followed by the TV crew silently being killed by something, and Kami's expression of absolute horror. Its still to this day probably my favourite part of DB.
Imperfect Cell was tactical and strategic. He stayed under the radar to consume people to boost energy. Semi-Perfect Cell was arrogant and desperate because he was so close to achieve his perfect form. Perfect Cell was seeking a challenge, to prove to the universe and to a point himself that he was the ultimate fighter. That’s why he was so obsessed with fighting Goku and became dumbfounded when he originally fought Gohan. But when Gohan showed his true power, Cell realized that his own perfection wasn’t enough.
The creepiest thing about both imperfect cells (semi-perfect) to me was how gruesome the absorption process was for the androids specifically. Like you get that tail thing expand and forced upon you as you slowly get sucked in and slowly lose your life. Not to mention how they would struggle for their lives and scream during the entire process reminding you that they were still human teens who deserved to live (completely intact too, unlike when he absorbed actual humans), and that this monster was literally a genetic amalgam of everything but that. Even the inside of it looked gross. Everything about watching and reading that unnerves me to this day.
It sounds like a HORRIFIC way to die. Imperfect cell spit out acid at one point during the fight. I wouldn’t want to go into the body of this giant insect and suffocated. 😱
Another thing that makes Imperfect Cell so terrifying is that he's SMART. He's not brash and boastful (well, he is a little bit, but he's not above retreating) like Frieza, nor is he a mindless being of chaos like Majin Buu. He knows what he wants, the most effective way to get it, and is smart enough to realize that attacking the cyborgs head-on is a bad idea. Cell uses stealth and picks his fights, playing the whole situation like a game of Hungry Shark- picking off the weaker people to increase his power so that he can go for the bigger prizes, utilizing his most terrifying ability. Not the ability to mimic the Dragon Team's abilities, or the stinger on his tail, but the ability to perfectly suppress his Ki. He used this ability so well that he went completely under the Dragon Team's radar for four years, and the only person who could even sense him was Kami. Imperfect Cell is a predator. He chooses his prey, and he attacks when the moment is right. Even when you can't sense him, he's there. Watching. Waiting for the right moment to attack.

His introduction in DBZ was brilliant. The mystery of the second Time Machine and then a whole city disappearing. And Cell not being a loud and out there villian but rather a skulking monster who hides and ambushes his victims. Then there is the sadistic pleasure he draws from absorbing people. Not to mention the way he toys with some of his victims.
And he's crafty enough to slip away before the heroes could reach him. He's like that bug you looked away from for a second; now that he's gone, you can't find him again.

From Kami's initial reveal of a terrible presence on Earth he'd been monitoring for years, to Trunks and co. finding the old, ruined time machine, to The Namek's (Fused Piccolo) first creepy encounter with the life-sucking Android in the eerily emptied town, it was really tense and foreboding. And then you found out who the Boogeyman was. 😈

Bro when fat buu turned all those people into candy, scared me so hard as a kid. Then seeing his absorption technique scared me even harder. As a little kid I thought I was gonna get absorbed or turned into candy. Then I realized if I was absorbed. He'd probably get significantly weaker
Buu candying entire cities was pretty horrific and radical, but it didn't have the creepy factor since him and Babidi were making a gigantic, global spectacle out of it. Cell snuck onto the scene and Kami was the only one who even felt something was wrong in the beginning. Like a cancer.
Yeah, it was the coolest scene when all the Z Fighters sensed the ki fluctuating between theirs, Frieza's, King Cold's and then Goku's (who was still incapacitated by the virus).
I agree 100%. To add to this it helped that in the episodes leading up to his introduction you had Kami foreshadowing his arrival in a 180 tone shift also you had the time machine he stole from Trunks and his giant cicada like shell. All this leadup to a quite frankly terrifying reveal.

If I remember correctly, Cell was originally planned to be the last villain of Dragin Ball Z due to his ties to Dr. Gero and the Red Ribon Army and him having the DNA of pretty much all the best fighters at that point. So yeah, I can see why he'd be scary. Granted, I could be remembering some stuff wrong, so take what I say with a grain of salt.

I agree hes overall the creepiest, but that's more because of his behavior and how he drinks people like a milkshake. However I still think Dabura was the scariest looking villain simply because he basically looks just like depictions of the biblical Satan. Also second form Frieza was pretty scary too, because he looked like one of those creatures from the Alien movies.

I agree 💯%. The early part of the android arc with imperfect cell running around was that of a horror movie. Being in animation didn’t really do it any justice. If it was in real life CGI it’d probably be one of the scariest horrors around. Most criminal psychopaths are killing people in a street or a town. Imperfect cell took that to the whole world.
