You didn't measure actual power output. The 1.2 A was measured as short-circuit current. You assume it will still output that current when a 19.7 VDC load. You would need a load bank to measure power output under those conditions. My interest is a simple setup to verify power output of used panels I might buy.
You don't measure current like that, the meter has to be in series with the load. You measured short-circuit the current, that's why you are only seeing an output of 23 watts.
So this is for 12v baterry?

I have a question, if someone can help me. Ive tested my panels, they test right for volts and amp. My panels are tilted properly for the area ilive. Its a bright sunny day, maybe a bit of haze in the sky. My panels are producing about 60-65% of it wattage, is that normal, or whatcould be wrong? Thanks to anyone who can help.
