• Issues of the Law:
o Private citizens VS public office holders
-The bill’s statement of objects and reasons mentions that it “envisages protection from false, misleading and defamatory claims via print, electronic and social media against public officials and private citizens”, but critics say it is heavily tilted in favour of the former category.
-The explicit aim of the bill is to guard constitutional office bearers as well as private citizens against defamation, whereas its implicit objective appears to be to muzzle social media under the garb of protection against defamation
o Law of Evidence
The exclusion of the bill from the umbrella of the Qanoon-i-Shahadat or law of evidence raises concerns about the evidentiary standards that will be applied to defamation cases heard under the new law.
o Tribunal
o Preliminary decree
Another unique aspect of the new law is the provision for a ‘preliminary decree’, which can be issued along with a fine of up to Rs3 million, without hearing the accused party. This could be dangerous, as the tribunal would be able to impose a decree of Rs3 million in favour of the complainant immediately upon the filing of a complaint.

Laws are made to facilitate the citizens so that they are protected against the malign attentions of some so called authorities. But the case of Defamation Law is totally opposite. It protects the authorities from being criticized. Well done Punjab government for this self centered law😑

Perfect interpretation sir.❤️Democracy in Pakistan is not being transformed into dictatorship by dictators but through democratic processes:electoral road,and parliamentary processes. This law has totally violated the principles of natural justice: every one has right to hear and no one can be be judge in his own case.Thus, by excluding Qanoon e Shahadat order it has violated the criminal justice rules ,general laws as well as grand norm (Constitution of Pakistan).

this law is best example of Draconian Law. If this law is ratified by the Governor, it will make Punjab a state like North Korea -- a full authoritarian province...
Very well explain sir you're right the laws who protect the dignity of man is very crucial for a society but this law did show the any concern for people. Even though this law eliminate the freedom of speech. In a democracy country a leader cannot to become an captain of absolute , he must to listen and look at the other point of view .
