    From what my Finnish friend could translate, this seems to be a bear attack. Here's what he could translate from the first 30 seconds of the video: "The bear has gone in the direction of the center of Lappeenranta (a city in Finland). The police urge you to stay indoors. The police will take care of the situation and inform you when the danger is over."
    Pretty crazy, the bear must have been a pretty dangerous one, where they put a shelter in place.

    SITUATION: This alert was issued because police reported that a jogger has been attacked by a bear in Lappeenranta. Police advise people to shelter in place while the police look for the bear that attacked the jogger.

      It’s gonna be hard as f**k because every time the full tones are there is when people are speaking over it fortunately. Some people don’t want others to know that they used it from somewhere else. So that’s why

      It's just a sine wave, so if you can get the rhythm down it shouldn't be too difficult to remix.

      That Morse code is actually an alert tone that Finland stations used at the time in the event of an emergency.

      It's commonly used in radio calling and it means that the sender is calling to anyone who is listening. I don't think it would be on the Finlands eas nowadays. We can't know since they don't show the emergency protocol to anyone.
