Blockchain is definitely more reliable than the current centred technology, the encryption of hash is what saves it and definitely it is hackable but hacking it is way more difficult, if you somehow hack one block you can't reach the other with the help of previous block. And moreover if blockchain is implemented successfully, it saves data in such form like it will save username of some peopl and password of some other people in a single block and no username and password of same account will be in same block, that's why we say it is more secure.
I can't see this web 3.0 will be possible.
