Just to note: one way you could get around the turn timer is to play tourney games in Async mode. You could still play the matches live (because there's nothing in Async that prevents you from playing fast if you want), it would just (effectively) turn off the timer.
I'd suggest doing a couple of 3v3 prearranged commentaries and uploading them to the channel to see how casting a whole game looks and gauging interest. Personally, I'd love to watch as I've never played before and I want to see what it looks like, but I don't need to watch 10+ 3v3 games from a tournament, just a couple.
I tried the Worms only double combat rewards for first place and it meant there was an enormous difference between winning double first place and only getting second. It was kind frustrating if you surprise lost a battle because of double combat intrigues or something. For some combats the 2nd place reward is really good, other times not. So it's kind of a funky workaround for the rule and the combats would have needed to be designed around it more for it work properly. I would rather see a tournament with the different intrigue and imperium cards, and/or Uprising + Ix + Immo tournament. CJ's homebrew looks good, it makes more sense to play a homebrew designed with gameplay in mind than one designed for theme (Paul Dennon's)
I would be super pumped for a tourney with CJ's mix. I think a plain old Base + Ix tournament will be fun too - I never felt like the meta had fully developed on TTS before Immortality showed up.
I believe the infamous game with Paul's set involved me as Baron with Directorship and Plans Within Plans. (As you mentioned though, I think it was a R6 win so the 2 PWP VPs were entirely gratuitous.) Out of all those factors, Directorship is the one that felt over the top to me.
Would really love a more TTS like UI for PC in the app where you can see a bit more, hidden info makes it much harder to see the game state and figure out the best moves, and yeah the timers is an issue as well but idea below about the async idea sounds good. With timers I think there should be an extra time bank of 2-3 min that you can grow to say a max of 5 by acting fast in early rounds
For me, one of the things I enjoyed more about the Ix-era videos was that the TTS board was a little bit more zoomed in. I know if feels like a minor complaint, but with the extra automation on the Uprising board on the player boards, everything has to be a little bit smaller to fit on the screen and that means it's no longer possible to comfortably read the card text in the players' hands and in the imperium row.
I think a 3v3 tourney would be awesome. The time might be a problem, but everyone who enters should be aware of the commitment. A 2nd edition of the Uprising tournament would be nice as well.
Definitely would love to commentate / participate in a 3v3 tournament. It's much more fun playing with people on a team imo. But yes, 2nd edition Uprising might be in the future (though perhaps with a modified card set?). ;)
In regards to timers - while I agree that perhaps the time bank is a bit short, I think it can add some appeal to the simpler leaders. As it is, you do have to be aware of your time, so picking a simpler leader has the potential to make some of the known weaker leaders a bit less weak. Alternatively, implement an increasing timer to conflicts as they go along tier 1 through 3.
I'm not sure the leaders are the problem here. It's mostly the shipping track and the animations. I do agree that as we go along the timers could be slightly faster (60 sec / 90 sec / 120 sec) or something per tier.

Yes, I wish they would compress the action spaces board a bit and expand the personal play areas. Hiding techs behind a click is disqualifying for me.

I'm not particularly comfortable with using the Ix techs alone in Uprising
30 minutes per player, a personal clock. If you're inactive for 2 minutes your turn ends. Run out of time and you're out.
