Personally the only ones that I feel confident will never escape NPC jail in this lineup are Fortuna, Byrd, Tatiana, Cliff, and _maybe_ Techno, but I'm split on her. The rest have the vibe that I think fits with what we can expect to be an op, but of course the Twin Empresses I doubt will ever be playable even if their art looks the part. I'm also not sure about Ulsulah, I'd love to have her but something in my gut tells me we'll probably never get her. I haven't read much of the Victoria arc though, so maybe there's something I'm missing. The ones I'm most certain will be playable, because of stuff like infection monitors, prominent weapons, and general e0 art vibes: Cador, lemuen, Oakcup, Tila, Ji, Alanna and Pepe. The others still seem pretty likely to me, but those 7 are basically in the bag IMO. Oakcup and Tila are so funny because in the events that introduce them they show up very briefly and could totally be cut out of the story (in Oakcup's case) or replaced with a no name goon (in Tila's case) so it's incredibly obvious the writers are only introducing them as setup for future events and when they become playable. I get the feeling Cador has Episode free unit written all over him. I'd love Percival! Tila I feel will become playable with a BS2 event. Cliff would be too epic. Ulsulah...nuff said. No way Alanna won't be playable one day. Techno and Pepe too.

She's physically disabled and 99% of other operators are without the handicap and she's not fully rehabilitated according to storyline. And Fortuna only become famous 'cause she killed Delfina with gun so kinda low chance too. The other concepts are fine
If we get another Laterano then Lemuen is possible. Hildegard already gone lorewise so chance pretty much zero. Cliff way too old, he even older than heligur. Just let dude retired
