To be fair, he's more associated with other Clones (and Ahsoka, obviously) than Fox. Fox told him no, as would 90% of the other Clone Officers ordered by Tarkin would do.

Ya know, Fox gets a lot of hate but, Coruscant Guard likely has been through a lot that people don't give credit for. He was a good officer, did what he was told, and ultimately served the Chancellor (often directly) and followed orders. Good soldiers follow orders.

I also believe Fox not only followed orders to the letter but was more-or-less ideologically loyal to Palpatine compared to his fellow ranked equals, and extreme enough to make an effective covert ops trooper. Like that self-proclaimed ‘believer’ clone assassin from The Bad Batch show whom killed himself in front of Rex after realizing he was subdued without alternatives of escape.
