Cold Palace, I've noticed, is used as an euphemism for being locked away, not necessarily a specific place called Cold Palace. These people locked up often did not get coal or other heating methods.

'Cold palace' refers to losing favor and no longer being given any attention by the emperor. Their night tags are removed from selection, they're shunned by the other concubines, and often they are neglected by the servants outside of their palace. They were no longer given luxuries and only the barest essentials to survive, with those essentials often being the dregs that none of the other palaces would take (moldy bread, half-rotten meat, stale rice, inferior coals, and etc..). The cold palace wasn't a specific place of its own in the compound, but a social stigma levied as the most brutal punishment before being put to death. Essentially, you lost the emperor's protection and attention to be treated as if you no longer existed.
