Im sure there might be some tid bits of information that can be gathered by listening to the radio traffic.

They are "High risk" though because the people there have a hard time evacuating those places, as they require assistance, or even ALS care during the evacuation, or young and can't get out on their own, at least not without instruction.

Two problems, Ann: one, if one of those cars stuck in traffic did the right thing and pulled over to the right in front of the engine, the fire department would have been found at fault for the accident. Second, by passing on the right, especially at speed, (and watch the video again, because that appears to be his first choice) his presence forces vehicle to the left, and that causes more liability for the fire department for any resultant accidents. It's a lose-lose.
