Baltimore man receives mail-in ballots for deceased relatives

When mail-in ballots went out, one Baltimore resident received five for family members who are either deceased or no longer live at the address. "When it first came in the mail, I said, 'OK, they must not have been notified,'" Van Daniels said. He decided the responsible thing was to send them back. "I filled out 'return to sender' and wrote it right on the envelope here," he said. But a few weeks later, they reappeared.
