Anytime you're fishing the Coronado Islands you'll need a passport, regardless of the trip length. I believe the law is whenever you're within 12 miles of Mexican land (coast or islands) you need a passport, but further offshore you don't need one
it kind of depends where you're fishing. i think it's about 20 miles from mission bay to the north island, around 25 to the south island, and an additional 5 miles to the rockpile. so you're looking at like 2-3 hours of travel time.
