In 2022 America was just beginning to get through the worst of the pandemic and grocery prices were just starting to rise - along with gas prices. Gas prices were very high at the time due to OPEC taking advantage of the pandemic to squeeze the market. Biden broke a long-standing protocol and sold a significant chunk of the Strategic Oil Reserve at very high prices, driving down the global cost of gasoline and staving off runaway inflation at the time.
His administration has, since then, bought back nearly half of that oil at a discount, netting billions of dollars to the national coffers.
So it's not a dumb answer necessarily, but he isn't competent enough to know why.
He always makes promises to the USA. Never keeps that promises.

I remember when Bill Clinton was running for president and during a debate the question was asked "how much does a gallon of milk cost"? Clinton was the only one who knew the answer to that question. He was also the only one on the panel who had ever walked into a grocery store to buy milk and wondered if he could pay for it. I have been waiting to hear someone talk about the farmers. Shortly after trumps tarrifs, china completely gave up buying from America. They went down to South America and built their own super farms. We have been bailing out farmers ever since. China doesn't need us anymore so American agriculture is practically ruined.
