Pandora's Actor is not actually hated by the other NPC's because of his eccentricity but rather, they are jealous of him because of the fact that the one and only supreme being who had stayed with them through the very end and whom they are serving is *his* one and only creator.
The way I see it is that anybody who creates art always ends up thinking its shit while everybody else says it looks really good and amazing thats the feel I get from Ainz in this scene

No acknowledgement. Just wait. That was until Ainz tell him to stop playing around. Then his all games and funny introductions and buffoonery. But right up until that moment consider what he was really doing. He somehow sensed people were coming, was apparently able to tell who they were, and took the form of the greater the threat among the two would theoretically be least likely to attack aka her Creator. In later action I believe it will be soon in season 4 (here I'll be talking about some of his action in volume 14 so spoilers ahead) Pandora Actor was in a fight with someone in Ainz form and was inform to get some information about the enemies that they're about to face. Ridiculously in the fight and in Ainz form, he kneel down to his knees and beg for mercy not that he value his life but because he want the reaction of his enemy, he can read minds so temporary he just want to make sure what his enemies will do like: will the enemy be merciless and kill him like nothing happen, or the enemy will let him go. He is acting weak so the enemy will underestimate him. That is what the results he want on analysing the enemy base on what action the enemy will do. Albedo and Demiurge was unhappy seeing this ridiculously act as kneeling down to an enemy and in a Supreme Being form it a disgrace as they both have pride unlike Pandora Actor who will do anything just to get the results, he willing to do anything. Now I think about it what if Pandora Actor was the Guardian Overseer Instead of Albedo? Until Ainz dismisses the situation as permitted, Pandora Actor wasn't actually fooling around in fact he was prepared to kill a Floor Guardian because only the Supreme Being were allowed to enter the vault.
But isn't Pandora's Actor the weakest level 100 NPC. Although he can take form of all 41 supreme beings and can use their powers but that is only till level 85. Albedo and the other floor guardians are all level 100 and even Ainz is not confident enough to say that he is stronger than the guardians as he was not a strong Combat PVP player. He was more like a strategizer who always lost the first match to come up with a plan to defeat them later. Only Touch Me and Ulbert are the strongest PVP supreme beings who can defeat Guardians in a front on combat while the others will have to use world item and other measures to take Guardians on.(Ofcourse this doesn't include Rubedo because even Touch Me and Ulbert can't defeat her)

If he do not use any secret item or any powerful world item, 9th tier magic spells of any kind cannot damage a maxed out level guardian who could use 10th tier spells and you forget that they also have secret world items to use at their disposal during need. It's like fighting a iron armoured player with a enchanted netherite one. (If you know minecraft you will know with level 95 being diamond armour)
You have to appreciate how Ainz lets his normal self out with PA. He talks like a normal Japanese person, not the "leader" he is to the rest of Nazarick. His entire speech pattern is more casual with PA than with the rest of the NPCs.
From what I've seen he sees the other NPCs as an extension of his guildmates, and pays his respects through them. Whereas PA is just... an embarrassment I guess LOL
I honestly find it odd that Ainz doesn't have more than one NPC, considering that he's the guild leader. If you think about it, Pandora's Actor is pretty much a secret boss, compared to the other floor guardians.

So, when Ainz Ooal Gown was founded it had more than twenty members with more joining but no clear Guild Master leading them. Blue Planet, Ulbert, Touch Me, Bukubukuchagama, HeroHero, Lucifer, and Peroronccino all voiced their opinion that Momonga, given his personality, affinity for problem-solving, multitasking, strategic approach, having the greatest coordination and management skills out of everyone, and being able successfully guide, coordinate, gather information, and execute plans for PVP battles, raids, and such, he was the most obvious choice for the role. Momonga argued that Touch Me would be a better leader, but Touch Me countered saying that Momonga would succeded where he had already failed. Thus, Momonga was given the role of Guild Master and did an even greater work at it than even his friends thought he would.
Potentially the strongest Nazarick NPC, with the ability to shapeshift as someone and replicate up to 80% of their strength. Also is really intelligent, in a similar sense to Demiurge. The way he acts will surely screw over how people perceive what he can and will do.

The others are, if I remember correctly, though not the ranking, Sebas, Albedo, Shalltear, Rubedo (confirmed as the most powerful), Aureole Omega, Ainz, Mare, Cocytus, and in the last place is really strange, as a group, the Pleiades wreck serious havoc, but individually (without the buff of Omega) Beta and Gamma are tied when fully unleashed. The reason Victim and Gargantua don't enter the ranking is because the former is super strong due to a one time skill he has each life and the latter, confirmed by Shalltear in the LN, is the strongest NPC, period, even more than Rubedo and the tankiest one, more than Albedo, but Gargantua is a golem with no intelligence, sentience, or autonomy, hence it is left out of the ranking.

Maybe they think that instead of making her a floor guardian only to outclass everyone in the team, they should put her in the enviroment she's suited for which is floor 8, last defense line of Nazarick. Ainz said that exclude Rubedo, floor 8 has many very powerful entities that can easily rival and even kill the floor guardians, so Ainz prohibited everyone to go into floor 8 because if they were to be recognized as enemy, they will definitely die in floor 8 even if they're floor guardians.

Any level 100 npc rivals the guardian tho, the title guardian doesn't really mean much when you have Victim being a floor guardian instead of Rubedo.
