They aren’t required. But it’s good practice. Large cities like that have police Areas, then districts, then zones, then beats. Each beat may have it own channel, each zone, each district, each area, then a city wide radio channel. At one point you had him directly ask dispatch to “patch” him to district 5. What he’s asking is for them to turn on a starcom patch that allows him to simulcast on multiple bands. The people in that zone or district may have no idea why he’s chasing the car, its description, what it’s wanted for, etc. Other officers may be on calls and not know and when they clear they hear the description. If you have time, repeating the description every so often is a brilliant veteran move.

The logic (valid or not) is that there are multiple different precincts throughout the city and as they move around geographically, the radios will scan to different zones. So calling it out ensures that anyone just hearing the chase for the first time has all of the info. Also helps with justifying the chase to desk sergeants who have been legislated into canceling for everything. I'm not gonna sit here and say I agree with all of that reasoning, but that is the gist of it as I understand.

it's the lack of enforcement; in wisconsin it's required by law to move over or slow down for an emergency vehicle, yet people are no longer being ticketed for this and other common violations.

I am from Poland . I always wonder why in the USA a policeman always says: he's going westbound, he's going eastbound, he's going westbound on the eastbound lanes etc. How do the other policemen know where the direction of the world is? In Poland and Europe, a policeman would always say, he's going towards Warsaw, he's going towards school, he turned right, he turned left, etc. Nobody here uses cardinal directions and nobody knows where west and north are. Can you explain this to me, Americans?
The street grid in Milwaukee and most major US cities are very easy to follow. Almost all streets are east-west or north-south. That’s why they say he’s going eastbound or northbound for example.
