They need to invest in some Dodge Chargers for these chases Ford Explorers are not fast enough if you get into a chase with a high performance car like in this video I even heard some police complain about it.
I'm not sure about MPD, but Milwaukee sheriff do have some chargers. It's just that Milwaukee weather and roads probably won't favor the dodge chargers. The fords can go off-road and bear some of the terrible potholes.

The first two purposes of incarceration are protect the public, and punishment. Rehabilitation comes after that as far as a priority. The tune would be different if these people were released back into communities where the DAs and judges lived.
