Bear in mind, the scooter, and all vehicles usually measures the wheels revolutions or a signal from transmission based on the factory tyre circumference so actually taken physical distance. On the other hand all gps devices receiving signals from satellites orbiting 20000 km above the Earth’s surface. Don’t expect the same result from two very different ways of measuring methods. :)

This may be late, but unless the factory had calibrated the vehicles gauge, people aren't getting an acurate reading from bike's sensor. Who knows, it might be using another "variable" (let's say taken from another wheel dimension)? If so, then this would happen. On the otherhand, GPS calculates how far you have travelled for the given time. Example it took you 5 minutes to reach a grocery store which is 800 meters long. So it should show your actual speed in real time though delayed sometimes due to internet speed and availability. EDIT: My E-bike's reading is inaccurate . It reads 40 but my body feels it's not. So i asked someone with motorcycle to do some test and I was right.
The speedos are set to deliberately exaggerate. Many modern scooters (disappointing but true). In France I test a 2019 scooter 125cc with radar for both 50 kmh and 30 kmh. The villages use panels to check (or criticise you) instead of policemen. All village radar panels, a car speedo, two GPS (incl Samsung A41) and two old scooters with mechanical speedos all measure a steady 50 kmh precisely the same - all of them. The "modern" new digital scooter is programmed to deceive the rider by claiming more (it shows 58 kmh). I will test 100kmh soon. The lie sells the scooter, devalues it (by total km) yet. . . causes me to ride slow, when I arrive in town. I use Speedo 50, but only roll at 42 for real. A nasty lie, but good for me and pedestrians!
From the tests you have done is the app more precise or the odometer of the scooter? Because the difference in the distance between the two is so great

Yeah my bike is about 10kph difference between gps speed. GPS is 10kph less in speed
