He was just having another quick look at his putt, to work out why he missed it. He wasn’t hanging around. A lot of what Seve did wasn’t intentional gamesmanship. He was just so immersed in his own world (selfish, if you like) that he didn’t make much effort to get out of his playing partner’s way. He often played as if the other guy didn’t exist. And the coughing business - that was simply a nervous cough; he did it all the time, whether he was near his playing partner or not (I witnessed him do it many times). Distracting & irritating, yes - but not intentional gamesmanship.

You've never played to any level. Any player would do that having misread a putt.
