For me, Power armor is so tanky as it is, even with excavator, I focus on just getting the 20% WWR. As luck would have it, the rolling glitched out and I rolled 3 overeaters in a row for my set so I just ended up leaving it there. The roll odds are so awful it's just not worth wasting the modules.
Yup I am working on a WWR set of PA, I don't care what model it is, of course the extra 100 carry of Excavator would be nice, but I have a set of each type of armor like GS, MS, TS etc, that are nice to use. they are a mixed set but they work so meh.

IMO AP refresh is still best second star for power armor tank build. I have a full set of OE AP WWR excavator and running dodgy so that insane AP refresh helps a lot and i dont have to worry about keeping company tea on me. I could be biased though as it took me forever to get my full set of matching excavator armor together.
For sneak, I'm glad Turtle mentioned the increased Agi benefit too. Plus, UY giving more action points... can't be overlooked for increased VAT crit duration while sneaking.
I plan on makeing two sets of power armor. The first is what im currently working on which is a full bolstering set on t-65. For the much harder content imma take inspiration from this vid to make a OEs hellcat set. Personally im not big into doing end game content non stop while micro managing my meters, so have a bolstering t-65 is perfect for me in general use, and just pull out my hellcat when i really need survival. I know bolstering isnt the best, but right now i have unfinished bolstering set, and enemies struggle to actually kill me, including the scorchbeast queen. For someone like me that has limited time to play during a work week, this set works out really well.
my perfect generalist armor would have this setup (still working on this): 1st star: 5x Unyielding 2nd star: 2x Poison Resist, 1x Fire Resist, 2x AP refresh 3rd star: 2x reduced fall damage, 2x Sentinels, 1x harder to detect Reduced fall damage on armor stacks additively, so with two pieces you are immune to fall damage. Other fall damage reductions stack multiplicatively, so they are fine for small drops, but as you never hit 100% reduction you always die when falling from extreme heights (like jumping down the monorail elevator). For my current Union power armor I have: 1st star: 2x Assassins, 2x Troubleshooters, 1x Mutant Slayers 2nd star: 1x Fire Resist, 4x AP refresh 3rd star: 3x Sentinels, 2x Cavaliers I also have my old Excavator power armor (with Jetpack) that has 20% weapon weight reduction on all pieces for situation when there are more legendary weapons than expected - like getting Eviction Notice three times in a row on your server.

When Bethesda introduced legendary crafting you could make them legendary, but unyielding was and still is not able to roll on them. The only unyielding power armors were hacked ones (on PC only). Some time ago Bethesda released an update that removed all legacy and hacked effects for most items, maybe you are refering to that.
Since I live in my PA ... took me forever to get my full set of Overeaters ... as for armor BOS recon mix w/2or3 overeaters pieces ... as long as other pieces had poison or fire resistance...I gave up rolling, lol.
My daily PA is Hellcat w/all Vanguard combined with Flamer and Plasma Gatling both AA and Vamp variants and I pretty much tank all the bosses in the game so the boss focuses on me while everyone else is shooting the boss without having to worry about them. I’m a tank at heart (WoW, ESO, etc) so I purposely made this build to stand face to face with the Titan, SBQ, Earl but the Imposter Sheepsquash is a beast. I need to roll a Hellcat set with Troubleshooters because she 🧻 wipes me too easily lol. I’m working on T65 full Assassin / or Ultracite with Sentinel for those rare times when someone pokes you on purpose.
Same here, running Hellcat with Vanguard and a 5mm minigun with vampire- you legit just don’t gotta worry about anything haha Now if I can only get a speed demon serum (just got marsupial) to help with my new jet pack on lift off, I’ll be squared away
I’m curious if Unyielding Weapon Weight Reduction secret service arms are in the pool. I’ve spent untold hundred of modules rolling just arms and can’t get it. Feels like it’s just not possible.
Enemy Specific armor is great for power armor because you can put them all on a single power armor frame and very quickly activate them. I cart around a T-65 set for each one and use Portable Power to get the weight of all the sets down to about 8 lb.
My only criticism is that if you don't have FO1st -20% Ammo weight is just as good as weapon weapon weight. While my primary PA is basically what you mention here, on my PA character, I've set up my extra sets for specific fights. My Raider's set is a hunter set for Moonshine Jamboree, my T-60 is Mutant Slayer's for Eviction Notice, my T-51 is Zealots for Queen fights, my Pink Sprinkles T-45 is Assassin's for PVP, my T-65 is Troubleshooter's for Encryptid and silos, and my Excavator is Ghoulslayers for Commie Daily Ops. I use my Hellcat as my every day PA and I'm still working on my Union set. I have a Strangler Heart set, but atm, that's just for display.
I’d argue a full set of ammo weight is great regardless of FO1st or not. You can eliminate 5 points worth of perks and free them up for something else (bandolier and batteries not included). FDC clears up 6 points. So to me it’s better to focus on 90rw weps than to have the reduction on your armor.

Unless you're carrying a half a dozen automatic weapons with different ammo types, you'll never carry more than a couple pounds worth of ammo(excluding cores) for more than a few minutes. I use batteries not included to keep my fusion core poundage in check and my ammo for my active weapon never exceeds 5lbs. You'll get more than that back with just one weapon weight reduction. Remember too, heavy stuff like missiles, mini nukes, and 40mm grenades are considered explosives, so you'd want that card(brainfart), not the other two.
My main thing is carry weight reduction. I currently use the weapon weight reduction along with ammo etc but would it be better to just use weapon weight reduction for all pieces of armor?
a full set of weapon weight reduction armor is OP. I have a full set on my heavy gunner and i am carrying so many weapons on me at all times, when i jump out of armor my carry weight is close to 2k
I have an absolutely mixed bag of 3 star Excavator Armor, with the Red Rocket paint from ages ago, (I love it, it’s like Johnny Sokko’s robot/Ultraman) so I could really focus it. I have the modules and cores to do it, as I have little else to use them on.
I have a related question. I have Union PA and am running a variation of your Bloodied Heavy Gunner build What mods should I have installed on my PA parts (besides carry weight boost for legs)? Also, does having Union PA mean I should focus on fire resist legendary over poison since the Union PA has that built in?
For me a perfect power armor piece is a one that has overeaters, posion or fire resistance and any weight reduction, be it weapon or chems and food or even ammo, it has to have that. Gives such a freedom to shuffle around perk cards and not be locked out.
Players can get the Union-PA without knowing the Plans as rewards (Expeditions, daily OPS, Events), mutated Packs or from the Purveyor (buy 1-Stars and re-roll them later). Chances are higher the less Pllans for other PA the Character knows (don't learn Excavator, Ultracite etc.) At lvl 50 a new Character could aquire a Set of Union PA in a few hours, though he still has to buy plans for helmet and Mods.
I have to pause the video at 3:20 to ask, does Freezing Touch not count as cryo damage? (Although maybe that's an effect and not damage.) I ask because that's one of the mutations that gives me a big headache in Daily OPs, and I was hoping cryo damage reduction could mitigate it.

Weird you have action point recharge but not agility as that also helps with ap recharge. It would have been nice to see prices to sell at in shops. I sell 200 cap weapon weight reduction and no one buys. Is it too high, I don't know.
I'm never choosing WWR over FDC unless I'm running heavy guns AND a lot of grenades/mines. FDC frees up 6 perk points and/or allows for a non weight reduction backpack. But Sen/Cav over anything almost always depending on the build (like Cav for melee). Honestly I'm only seeing value in using WWR on mules. Also 25 rad resist is quite valuable if you're using any of the scout armors and not What Rads because of low health.
Very little reason to use FDC over WWR. WWR gives up to 18 perk points of benefit (reducing a lot of pressure on perk cards in Str at the same time) while FDC only gives 6 total.
I have a full set of 3 star unyielding scout armor, with each piece +1 Intelligence and weapon/food/ammo-weight 20-30% reduced. Don't ask me, how hard it was to get it.
Currently using full bos uny with 3 WWR on 3 pieces and 50% reduced fall dAmage on remaining 2 pieces. power arrmor i use is excavator (with jet pack) Overeaters, WWR, and +1 strength - All 3 on every single piece
I'm surprised you didn't list +1 agi for tanks. With the dodgy perk your ap is a bit like a regenerating shield, and it stacks (multiplicatively) with overeater's. More agi = more ap = more hits you can take at nearly 45% resistance (OE + Dodgy). If you're melee you can push it further with blocker and related legendary effects, essentially rendering melee enemies a nuisance at worst.

QfngB Unyielding for damage. Shadow for stealth. But you don’t need every piece. Just the right amount of stealth points and high agility. Turtle has a commando sneak build that talks about it
I literally find random mods are better than grinding down resources trying to get somthing specific. A smattering of different things make you a jack of all damage. Auto stim is also a must.
For me the best legendary effects for pa are any of the 20% weight reductions for weapons or whatever so handy the rest of them I don’t mind since pa is so tanky already

Monsieur turtle. I run a bloody comando build . I use stealth but i do seem to get out of stealth as soon as i fire a few rounds . Unyielding is a godsend due to the 33 luck needed for best crit frequency. Would coveet scout suite me better aslong as i go full set unyielding ? I do seem to be a little on the squishy side at times .
Turtle, how does the chameleon mutation compare with the chameleon legendary effect? If the mutation maxes out the stealth value, wouldn't weightless be better than chameleon? I would test it myself but i would need to grind the chameleon armor set XD
Honestly i dont worry about damage reduction too much because i run energy absorption maxed out. I just make sure not to destroy enemies thst have lasers until the end and they keep my health and core fully charged.
I know it's unrelated to the vid, but im dying to see you test the cremater whenever it gets added to pts. Really hoping it's good because i love the concept.

baltonus1120 With the right amount of sneak it won’t matter. You can still be invisible as long as you are in stealth and away from groups but it takes a lot of perk card spots to do it
Personally don't like having to maintain full food and drink bars, nor have to keep addictions. Also the same for aristocrats. There are times when I just miss seeing my food bars and then I guess my dmg resist goes down? And having to keep a certain number of caps is a pain.
Your vid is good and you are right but still . Trying different is what makes game not boring playing for five years. Life saving full set, full health build maxed out, all perks, all chem and alcohol, mutations, magazine and bobbleheads consumed never crawling, made me always win regardless they use PA or not. Life saving is the most underestimated and interesting approach. Almost 97 per cent chance to survive once incapacitated with full set. The rest 3 i've never seen.😊
I’ve been buying uny ap wwr, or oe ae reduction pieces from vendors for cheap. Got some pieces that are like $15 for one piece. I don’t sell stuff but I use it to value items
I still prefer FDC over WWR. Or a 3 fdc / 2 wwr set. Also AP regen (especially for bloodied commandos) is overrated. I prefer AGI for a bigger AP Pool. In my case the difference between a full ap regen set and without any ap regen pieces is 0.33 seconds. Totally not worth it. Thats why im generally not a huge fan of those "best effects" lists.
Got UNY/AP/WWR SS sets on both PC & PS4, stopped playing when they took 99% of my legacy collection away :/ Still be watching Angry Turtles videos lol.

I solo everything with normal excavator PA, no need for any fancy legendary modifiers. Gives me 461 carry weigt. Basically unkillable. Heavy gunner build around gaus minigun.

Mine is a mix of OE and Van T65 PA. They both have either poison/rad resists and a type of weight reduction as the 2nd and 3rd stars.

Nobody can argue that, but once the Scoreboard is done, it's less impressive.

ATM I'm pretty new lvl 120 I have hell cat pa full set but only 1 star full over eaters and a gourmand plasma Gatling 3 star

yes get fire resist, mod for torso emergency protocols, head and arms whatever you like

I'm surprised you didn't list +1 agi for tanks. With the dodgy perk your ap is a bit like a regenerating shield, and it stacks (multiplicatively) with overeater's. More agi = more ap = more hits you can take at nearly 45% resistance (OE + Dodgy).
If you're melee you can push it further with blocker and related legendary effects, essentially rendering melee enemies a nuisance at worst.
@Angry Turtle, is the bug where the resistances don't work when the sentinel or cavalier effect doesn't activate fixed or do you recommend them despite the bug? Thanks for your reply and for all your videos :)
With the new mod system, does your recommendation for power armor still stay the same?
Quick question: If I have 5 pieces of armor on, each with a different effects, do I Benefit from each effects, or only Full set is worth It?

Does assassin's armor reduce self damage? If so running 2 overeaters, 1 assassin, 1 troubleshooter, and 2 mutant slayer might be my armor set for PA

Unyielding for damage. Shadow for stealth. But you don’t need every piece. Just the right amount of stealth points and high agility. Turtle has a commando sneak build that talks about it
I literally find random mods are better than grinding down resources trying to get somthing specific. A smattering of different things make you a jack of all damage. Auto stim is also a must.

My hardest attempt with a bloodied PA build is using Raider PA, one of the few i think requires bolstering

For me the best legendary effects for pa are any of the 20% weight reductions for weapons or whatever so handy the rest of them I don’t mind since pa is so tanky already

Monsieur turtle. I run a bloody comando build . I use stealth but i do seem to get out of stealth as soon as i fire a few rounds . Unyielding is a godsend due to the 33 luck needed for best crit frequency. Would coveet scout suite me better aslong as i go full set unyielding ? I do seem to be a little on the squishy side at times .
Turtle, how does the chameleon mutation compare with the chameleon legendary effect? If the mutation maxes out the stealth value, wouldn't weightless be better than chameleon? I would test it myself but i would need to grind the chameleon armor set XD

All my characters carry Union Power Armor, regardless of their build. Some events or mutations call for Power Armor.

Honestly i dont worry about damage reduction too much because i run energy absorption maxed out. I just make sure not to destroy enemies thst have lasers until the end and they keep my health and core fully charged.
How much poison and fire resistance is "enough"? I know more is always better, but how much do I need to be comfortable.

Is it worth having a few pieces of poison resist, and a few pieces of fire resist? Or should you have 5 of one?
50 for elemental resistance seems to be the sweet spot.

With the right amount of sneak it won’t matter. You can still be invisible as long as you are in stealth and away from groups but it takes a lot of perk card spots to do it
I run full health vanguard armor on both normal armor and pa with vampire weapons can't remember the last time I was killed.

Personally don't like having to maintain full food and drink bars, nor have to keep addictions. Also the same for aristocrats. There are times when I just miss seeing my food bars and then I guess my dmg resist goes down? And having to keep a certain number of caps is a pain.
Aristocrat/Overeaters/Mutant mix 1st 💫, Fireproof/Strong/AP mix 2nd 💫💫, Weight & Durability for 3rd 💫💫💫 is the build I'm going to gamble on

Your vid is good and you are right but still . Trying different is what makes game not boring playing for five years. Life saving full set, full health build maxed out, all perks, all chem and alcohol, mutations, magazine and bobbleheads consumed never crawling, made me always win regardless they use PA or not. Life saving is the most underestimated and interesting approach. Almost 97 per cent chance to survive once incapacitated with full set. The rest 3 i've never seen.😊

they did but to be honest every patch can break it so trully we should test after every update it's just hard to test everything every couple months

I still prefer FDC over WWR. Or a 3 fdc / 2 wwr set. Also AP regen (especially for bloodied commandos) is overrated. I prefer AGI for a bigger AP Pool. In my case the difference between a full ap regen set and without any ap regen pieces is 0.33 seconds. Totally not worth it. Thats why im generally not a huge fan of those "best effects" lists.
Got UNY/AP/WWR SS sets on both PC & PS4, stopped playing when they took 99% of my legacy collection away :/ Still be watching Angry Turtles videos lol.

I solo everything with normal excavator PA, no need for any fancy legendary modifiers. Gives me 461 carry weigt. Basically unkillable. Heavy gunner build around gaus minigun.
There are so many damage mitigation perks and with born survivor as well, my bloody build almost never dies and is as tank as heck
