Already in there, they should be quarintined during the time that the incubation period of the virus lasts (14 days) to see if they have contracted the virus. If they do, they must be sent to a hospital immediately. If they don't, they are free to go. It's just plain dumb to ban everyone from leaving China.

Like I can walk to my local hospital in about half a hour, 10 mins on the bus. People locally are freaking out. Me...not bothered. Theyll be quarantined and its a precaution. Those coming her have tested negative so far and will be quarantined for 2 weeks incase theyre in the incubation period. So they in theory should be ok and if not theyll be taken to a specialist hospital in Liverpool.
