I know you mentioned that this is why you believe rock resisting flying doesnt make sense, however truthfully the wind will never erode a rock if the wind doesnt carry a bit of ground or sand. I honestly think the explanation for metal tools breaking through ice is valid (and I think there are some Pokemon that are tool themed, i would point out the Klink line), but even so i think ice could also be weak to steel for the same reason it is weak to rock. Metal is harder than ice, so it would break it. I'd give this same reasoning for disagreeing with your assertion of rock being weak to steel not making sense. I think your explanation for normal being weak to fighting NOT making sense is the exact reason that it actually is.
