It was created to sound different from any existing accent so no one could pin the actors to any specific area in the United States.

That accent in old timey films and shows is called a transatlantic accent!! It was an accent that was TAUGHT to people- like, it was invented it’s not a real accent. They would teach it as a mix of an English and an American accent because they thought it sounded more refined.
That makes so much sense cause I'm from Norway and have for most parts only watched Disney in Norwegian, and now that I'm in the US watching old Disney movies on Disney+ I'm just like "Wtf is that accent? British? American? A mix?" lmao
