22:58 over tightening the pinch bolt clamps is bad, but not due to bolt stretch. Over tightening will cause the fork tube slightly out of round, cause binding and additional friction. Which results in harshness in front fork and premature wear. Those torque specs for the pinch bolts are very important.
You don't need walks up there. The reason why parts do not fit flush its to make sure when you tide the bolts down all will be nicely clamped. Only one comment its to set up the handlebar to your preferences before tiding the bolts. Thanks for video. Greetings from Switzerland
It depends on what you are doing with it. I have been racing dirt bikes with the same Scotts Steering stabilizer and have tried some others. The Scotts steering Stabilizer is hands down the best Stabilizer out there. They are highly adjustable and they have zero resistance returning to 0 degrees.

I won't ride the bike without Scott's Steering stabilizer again. It's a game changer on dirt roads 💪🏻 riding in sand it way easier ⚡
