As somebody with perfect pitch, I can tell the laughs are the exact same. However, Sonic.exe has some compression and maybe an added effect to make that "doosh" sound at the start of the laugh.

I reccomend looking up the sound effect, it is kind of chilling and would suit the bloody-eyed shapeshifting hedgehog quite well.
There's another such laugh used in Dr. Robotnik's Mean Bean Machine if you lose on the final stage, which is also used on the game over screen when the countdown hits 0.
