Honda cr-v One part Grey Portland Cement to 2-4 parts Vermiculite. That is a semi-porous mineral which will yield a soft firm bottom under your liner. You can adjust the amount of cement according to how strong you need the final product.

Richard thanks for the comment, I believe the orange machine used at the 6:30 mark of the video is what was used to compact the dirt for the pool deck. The pool did pass the soil compaction inspection by the state and I believe that was the piece of equipment that was used to pass the states compaction requirements. Code I found online. CHAPTER 18: SOILS AND FOUNATIONS 1803 EXCAVATION, GRADING AND FILL 1803.5 Compacted fill material. Where footings will bear on compacted fill material, the compacted fill shall comply with the provisions of an approved report, which shall contain the following: 1. Specifications for the preparation of the site prior to placement of compacted fill material. 2. Specifications for material to be used as compacted fill. 3. Test method to be used to determine the maximum dry density and optimum moisture content of the material to be used as compacted soil. 4. Maximum allowable thickness of each lift of compacted fill material. 5. Field test method for determining the in-place dry density of the compacted fill. 6. Minimum acceptable in-place dry density expressed as a percentage of the maximum dry density determined in accordance with Item 3. 7. Number and frequency of field tests required to determine compliance with Item 6. Exception: Compacted fill material less than 12 inches (305 mm) in depth need not comply with an approved report, provided it has been compacted to a minimum of 90 percent Modified Proctor in accordance with ASTM D 1557. The compaction shall be verified by a qualified inspector approved by the building official.

Pool alone I'm sure is about $30,000plus concrete I'd say about $50,000 plus the enclose pushin about$70,000. Our pool was $30k plus concrete on side which was bigger then this ..it came out to $38k I got a good deal. Cuz it was the co I worked for.
It's actually snow fence.. for slowing drifting snow down. But has many other uses including a warning barrier, but it wouldn't stop a chihuahua from getting thru it
Having that much land makes projects so much easier bringing in rigs etc...with an excavator you can diy something like this for 80k as opposed to 190k

For simple concrete the mix would be portland cement, sand and gravel mixed together in a ratio of 1:2:3

If you're referring to the water pooling in the deep end during construction, you can use a sump pump to direct it to a storm drain or into your lawn.
