Lethbridge Alberta 100,000 people, 2 hours from Calgary and homes are in the $250,000 to $300,000 range. We live here highly recommend it for affordable living.
Another plug for Winnipeg is the cost of utilities! You rightly mentioned hydro. MB Hydro is publicly owned and is reliable (no rolling blackouts) and very affordable. Car insurance is also publicly owned and is very affordable. I lived in Ontario and hydro and car insurance were too expensive so moving to Winnipeg was much cheaper

Don't go to red dear unless you're looking for some of the highest violent crime in canada. And avoid manitoba as a whole, that province is miserable, easily the worst one in canada.
