You have a chance to save the hive before they swarm.
Kill all the queen cells.
Move 3-4 capped brood or old larvae frames on the top brood box and put foundation frames between them.
Put 2 super frames on the bottom box for 2 days at 3rd and 7th position. They will start to draw them and after 2-3 days move them on the super box.
Put 2-4 foundation frames on the bottom box with brood frames one after the other.

Your instinct is correct. Rewax your foundations with beeswax. Some foundations are actually waxed with parafin wax others are just old. Fresh wax works best. Scrape off the wonky comb. Cut the bridge comb off the bottom of those frames and save to melt it down. Probably not much but over time that extra wax will be useful. Take the honey super off for now there just is not enough population for now.
