I have a theory that the writers just want to give everyone in the main cast a chance to play the villain. As of now, the only person left is Robin Hood.
Robin Hood died in Season 5, but he has an alternate dimension version of himself that Regina brought back to Storybrooke, and he's evil. Officially, everyone has been made evil at some point now

Regina just snapped their necks and went on with her day. There’s more I remember from the episode but it’ll get too long and this post is long enough lol. So theoretically if Snow had been able to go through with casting the dark curse in this reality, she would’ve had to kill Leopold, her father. But wait: who was Snow’s dark magic teacher? It couldn’t be Rumple because he was the light one in this reality, not the dark one. So maybe it was Ursula or Maleficent, or........I am overthinking this like I do with everything, aren’t I? It doesn’t really matter, does it? It’s an alternate universe that is completely fake and something that never happened. Well this has been fun, but 100% unproductive.
