If you live in a zone where you can leave them in the ground, during the winter (mulched) they will naturally bush up the following year

It’s not the leaving them in the garden that causes them to “bush out” it’s the animals like slugs, rabbits, deer etc eating the shoots 😁

How do you get Dahlia's with long stems. mine always seem quite short

I don’t grow long stem types because I don’t do cut flowers
But you can choose particular types that grow in a more single stem variety and not pinch them out.
You do however pinch out side shoots to continue its growth of a single stem and flower.
If you search for folk who grow cut flower gardens you’ll get lots of tips
