I already hold a master's degree(Master of IT) and planning to do another master(ex: data science, project management etc.). Will having a previous master's degree be a factor that could impact my selection?
Not likely. First of all reach out to a preferred university/polytech and check with them if you can get an offer letter from them. You will need to write your SOP well as I feel. If you are still unsure please contact an immigration advisor.
I read information regarding this scholarship. According to the website (agreement they send to the selected applicants), after the scholarship period we must return back to the home country right and during the scholarship period and within 2 years of scholarship period we can't apply to PR or work permit in any other country (including NZ). That's what l saw there. 😢
Yes. That is correct. That is how most of student visa programs designed I think. In student visa SOPs most students mention that they will be returning home after studies. But I think its worth a try to apply for this program as there is no cost involved in there. Please contact an immigration adviser for further clarifications.

Not possible with this paticular program. But there could be other programs available for IT sector .
