The way I understand the WWE ID Program, in a nutshell, I believe that it allows wrestling schools around the US (for now) to act as remote/satellite Performance Center sites. WWE has announced (so far) that 5 wrestling schools in the US have been selected as ID sites. If they can spread the training all around the US (and hopefully Canada) it allows them to expand their pool of talent.
I think the ID Sites is WWE's way of getting rid of the static location of the Performance Center in Florida, especially since there's talk of WWE HQ moving from Florida to Las Vegas.
As an indie wrestler, regardless of how much hunger you have, not everyone can afford to travel/live/train in Florida, but now, more talent can train closer to home and still potential get a shot at a WWE contract.
So for instance, Hayden Bright is currently raising money to go train at Elite Pro Wrestling in New Hampshire, which has been chosen as an ID Site, and it's currently the closes ID site to the Maritimes. So once he starts training there, it will be like he will be training at a WWE Performance Center in Florida. And if the trainer/WWE "scouts" like what they see, then the contract talks come into play.
I think it's a fantastic idea.. We can all attest that some of the boys here in the Maritimes deserve a shot at a contract somewhere and this is a step in the right direction to create more opportunities for indie talent to climb the ladder...
