@@danielwamai267 I don't know how old you are, but Kibaki was one of the most engaging Ministers when he served in that capacity. The Kibaki you are referring to is probably the one after the near fatal road accident that damaged some of his faculties. Secondly, it coincided with his presidency in which explaining Govt policies is already handed down to Ministers/CSs. One of CSs main roles is to participate in formulation of and to lead in communication of Govt policies. If a CS can't/doesn't communicated Govt policies falling under his docket, then who should?

It is appreciated, however, Kibaki was never a victim of any complex, his articulation was mainly evident when espousing his party policies or manifesto. He did not need to validate or sell his ideas and when he did it was mainly based on actions not intent to do. In the Nyayo government he was aloof aside from being initially the lapdog as characterized by his infamous statement mugumo with a razor. Listen to his PA post retirment then you will know the character of his person. Back to Mbadi, he is all talk now perhaps for two ascribed reasons:
a) deflection and hubris,
b) communicating government fiscal policies...now let's interrogate these reasons....perhaps also their motivation or perceived rationale, he joined a very unpopular regime one that he criticized, the word skunk was the operational catchphrase. This blatant contradiction needs curtains to curtail accusations...of hypocrisy.
Let's look at reason b) we have government spokesman who is mandated and whose gambit is to explain policies. I submit to you that this role falls squarely at his feet. Then we are left under the circumstances with one question what exactly is Mbadi job description. If it is to run to the mills and explain government fiscal policy. There are others better placed to do so. Over too you.

Now back to your brave alternative facts validating the course of Mbadi. I put it to you that TWO reasons emerge to mind as the potential drivers to Mbadi's new found dalliance with the media...
reason a) At the time of his partisan loyalty, he was on the forefront smearing mud and infact he christened the KK as a skunk, well now look who is in the paddle of the skunk, its Mbadi but the proof of contrapositive makes/tags him the title of a hypocrite. A spineless party functionary who seeks favors while simultaneously being confronted by historical contradictions. The good thing is that internet does not forget.
reason b) He rightly sees himself as the communication spokesman of the fiscal policy, but what exactly is his job description. Is it a spokesman within the treasury, so who gets to provide policy...I put it to you that he needs to get to work and give us tangible results, Kibaki never run to the media or sought attention of the press yet in the very end there was unanimous agreement on the economic recovery and growth. If you are in doubt, go look for interviews of his PA post retirement and a glaring contrast will be painted. Huyu is a party functionary and a KK apologist. This was confirmed while in Kisumu, he could not distinguish between being a government professional from a party functionary, a grey line you must say.
