    Spice!! Thanks for facilitating this talk. Brilliant content. The looting as per the talk is on a grand scale. Leaders siphoning ignorant Wanjiku with no mercy. The greed here is tremendous. Finally time has caught up with these greedy looters trying to conceal illegalities(neo-colonialsim). I haven't pictured myself picketing, but if Jimmy calls for one I will be glad to show up. I think this are the real issues kenyans should be organising demos for.

    If you haven't caught what Jimmi is saying, let me summarize how I understand it;
    The constitution requires that treasury takes both revenue estimates and expenditure estimates to parliament for approval as part of the budget.
    Treasury has not been doing this. They have been taking the budget with half the requirements: only the expenditure estimates.
    Revenue estimates are important because then they allow parliament to know how much money we expect to collect from our taxes and how much we will need to borrow domestically.
    By not providing these revenue estimates, parliament is blind to how much treasury shall borrow domestically.
    Treasury has been doing this, and using the fact that parliament has no idea how much should be borrowed domestically, to select some nefarious domestic lenders who finance non-existent projects in return for high interest repayments.
    The money goes to peoples pockets instead of funding a project, and the lender gets paid back super high interest at our expense.
    The biggest proof for this case by Jimi is that; if you remove the domestic borrowing aspect of our debt from the budget, that is to say, assume we did not borrow or spend anything from domestic borrowing and are only left with our taxes and foreign debt... you find that we had a surplus.
    We had more money remaining after spending the money from our taxes and money borrowed from foreigners..
    So why did we then borrow again 5 trillion, domestically, to finance what projects?
    I think he is right, and we are losing money to public finance thieves

      By presenting it like this you also forget half of the books your assume that domestic debts are not repayed and have no costs. We can't know without all the facts. But in another podcast here was said that internal Dept is more then 70% of all Dept at an interest rate of 18%. So the records are somewhere published or maybe at least to the ppl that audit the books.

By not divulging names, Jimmi seems to be putting the domestic debt lenders on notice. These are the real beneficiaries of the economic crises we now find our country in. Jimmi's investigative trail therefore cannot go cold after bringing us this far. I hope that he gets to reveal the identities of the big institutional buyers of Kenyan bonds in future shows and the personalities behind these institutions.

      In what capacity are you expecting him to talk about it? To what position did you elect him? Don't you have a top duo Executive thieves that you elected to run the show? Dud you elect an MP, whom together with his colleagues gave the constitutional role to oversight the Executive thieves? What's your understanding of the oversight role that Parliament has over Executive thieves? Shida yenu ni too much ushenzi! Elect competent, morally upright, people of intergrity to take charge of the Executive function. Then elect competent, morally upright people of intergrity to Parliament to oversight a competent, morally upright Executive of intergrity.
      It is only a fool who will hire a thief to look after his wealth, after which he starts complaining why the watchman he didn't hire didn't speak up when his thieving watchman carting away his wealth!
      You have to be really stupid to act that way.

    Jimmy seems to know Kenya's problems and also seems to have the answers. I kindly ask him to do the necessary, going to court. If law has been broken, let the culprits face it.

    Liquidity loans are taken domestically by government in order to bridge the timing of expenditures with the timing of receipt of tax revenues. In other words, there is recurrent expenditure that must be incurred ahead of revenue receipts. Operationally, it is not possible to confine borrowing only for development projects.

      Absolutely. Most of them are very daft. And it goes back to the voters. Most voters don't understand the role of an MP. So they elect an idiotic Parliament to oversighting a cunning and conning Executive.
