The main thing is the revolutions. Wrist spinners use their palms and wrists , that's why they gets more revolutions on the ball, they also generally uses more of their body to release the ball, look at kuldeep , warne, murali etc. Whereas finger spinners mainlyuses their fingers. Look at the actions of Aswin or jadeja.
These are all general cases. Aswin will turn the ball more than Kumble on any given day. But kumble is not your traditional leggie.

More revolutions generally means more chance of spinning the ball.
And wrist spinners uses wrist+palm+body to release the ball that in turn will impart much more revolutions than fingers. Like warne. Finger spinners generally don't use their body that much. They rely on fingers and wrists to impart revolutions on the ball. Like Ashwin
