Some tricks like corner jumps however alter Mario's subpixel position in a way to circumvent that rule and allow you to finish on that last frame. Within that last frame, ending at a round .000 timer is the latest possible in MM2. In MM1 it's a .001 of the next second (!) since in that game the timer actually starts counting at down from .999 instead of a .000.
It's milli, micro, nano, pico, femto, ..., in this order. Every prefix counts for an extra thousandth. 1 millisecond is 1/1000 seconds, 1 microsecond is 1/1000 milliseconds or 1/1,000,000 seconds etc. Same with kilo, mega, giga, tera, peta, ..., the other way around. 1 kilo[unit] is 1000 [unit], 1 mega[unit] is 1000 kilo[unit] or 1,000,000 [unit] etc. So at 10:00 it's "to the millisecond", the more you know! :)

I've actually seen a time OVER the supposed "limit". It was in one of Panga's videos, but I absolutely posted it somewhere in one of the servers I frequent. Shouldn't be too hard to find and cross-check the dates to the latest possible video it could have been in.
In SMM1 if the creator set the timer to 30 seconds the timer starts on 30.999 in the level and when it reach 0:999 you die. So you could have a time that says 30:001 (which has happened to you before). In SMM2 if the creator set the timer to 30 seconds it starts on 30:000 and then one milli second after the level has started it goes to 29:999. When the timer reach 0:000 seconds you can win, but one milli second later you would have died. Had you touched the goal one milli second later you will get the "I beat the level but I didn't beat the level" effect where you die at the same at the same time you hit the goal (which happens a lot you). And for some reason dying prioritize winning. Good game Nintendo!
