Relatively clean. The roads are full of oil drips from cars because there are no laws for motorists to keep their vehicles in good repair. They are also in bad condition due to Mafia involvement in their construction. Apart from that Montreal is a very pleasant city with tons of things going on year-round.

There is oil all over the streets, and lots of rotting garbage in certain places.
