It is very likely that Bars 13 to 16 are in the key of D minor. That’s why there’s no F#.

@@smillingtones it's not, it's in C major the whole way through, the progression should be V/ii, V/V, V7.
Though a more accurate analysis would be V/ii, II, V7.
If I were to compose it though I'd modulate to G major. With a
C: V/ii, II, G: V V ii6/V, V/V, V. Then start a new phrase in G
